Prior to the 2006 national elections,  when Qarase and the SDL acting on the expert advise of one Navitalai Naisore ordered one Semesa to get the Government Printery to print in excess of 2 million ballot papers even though the Voting Population of Fiji was well below 1 million, what was he thinking ?
